VIRTUAL LEARNING PLAN

 

The Morgan County R-II School District meets the curricular and instructional needs of all students by offering a range of course offerings and educational opportunities. In cases where a student’s need is not being met by these offerings and opportunities, Senate Bill 603 (also known as “Virtual”) provides one possible avenue to address the gap./Virtual was passed with the intent to: 

  • Expand the range of course offerings and opportunities for students 
  • Provide access to courses when there are no qualified teachers to lead the course 
  • Allow access to courses not available at the local school district

In August, 2022, House Bill 1552 passed by the Missouri Legislature and signed into law by Governor Parson, revises the Missouri Course Access and Virtual School Program funding and enrollment process. The new law expands access to online learning to more students in Missouri and removes some previous requirements for virtual course access.

  • Host District- The public school district, charter school or higher education institution that enrolls the student in the online provider’s program

    District of Residence- The public school district or charter school the student would attend if receiving classes in person and that would receive state aid for that student

    LEA- Local education agency, a public school district or charter school

    Full-Time Student: A student who is currently enrolled in the equivalent of six credits per regular term

    Part-Time Student: A student who is currently enrolled in the equivalent of less than six credits per regular term

    Educational Services Plan (ESP): Plan provided by the host district that includes the services provided to the full time virtual student by the full-time virtual provider, the host district and the district of residence.  This plan is developed cooperatively by all parties and is initiated by the district of residence

    • **Students must stay enrolled at MCR-II until we receive a withdrawal request from the Virtual Provider.  Your student must continue to attend in person, and maintain enrollment with the district until the process is complete**
    • Student resides and is enrolled full-time at MCR-II prior to enrolling in Virtual.
    • Students & families will notify the building counselor and/or school office they would like to enroll full-time in a Virtual program.
    • Students and families will be choosing from one of the approved Virtual providers:
      • At Home Virtual Program (Mehlville School District)
      • Launch (Springfield Public Schools)
      • Missouri Connections Academy-MOCA (Sturgeon R-V School District)
      • Missouri Digital Academy- MODA (Laquey R5 School District)
      • Missouri Virtual Academy- MOVA (Grandview R-II)
      • Mizzou Academy (University of Missouri)
      • R7 Online Academy (Lee’s Summit R-7 School District)
      • SJSD Virtual Academy (St. Joseph School District)
    • Students will be disenrolled from MCR-II and parents/guardians will need to follow the enrollment process for the district that sponsors the Virtual program and they will become students of the host district.
    • The host district will receive the state aid for that student
    • The host district will provide a device to the student
    • Full-time enrollment is equivalent of six credits per regular term
    • Students will participate in the statewide assessment in the district of the Virtual host provider, and scores will remain with the host district.  
    • Full-time Virtual students will not be allowed to participate in activities and athletics per MSHSAA guidelines.
    • Seniors completing all coursework and credits for graduation will receive their diploma from the Virtual host district, not MCR-II
    • Students must be making adequate progress in their virtual education or they may be removed from the program and will need to re-enroll in their resident district.  If students are not successful at the completion of a semester, the student will not enroll in the same virtual education for the remainder of the academic year.
    • Student resides and is enrolled full-time at MCR-II prior to enrolling.
    • Part-time virtual enrollment plus seated coursework must equal full time enrollment for your building
    • Students will remain on campus, under the supervision of a certified teacher to complete the courses 
    • Students & families will notify the building counselor and/or school office they would like to enroll part-time in our consortium program, meet eligibility requirements, and complete the application for virtual education.
    • Once a student has been approved for part-time virtual enrollment, students/families will be enrolled in our online consortium through Stover, using Edmentum.  
    • Part-time virtual enrollment is considered less than six credits per regular term
    • MCR-II is responsible for cost of the courses for part-time students
    • MCR-II will provide a device for students enrolled in part-time virtual learning
    • Part-time, virtual students will need to follow MSHSAA guidelines to determine eligibility for athletics/extra-curricular activities.
    • Part-time, virtual students will take the state assessments for their grade level at Morgan County R-II School District
    • Students must be making adequate progress in their virtual education or they may be removed from the program and will return as an in-seat student.  If students are not successful at the completion of a semester, the student will not enroll in the same virtual education for the remainder of the academic year.
    • Students will remain on campus, under the supervision of a certified teacher
    • Minimum commitment of one semester for all students. 
    • Sign up deadline -  Students and families must have an application filled out, approved and turned into the building office within the first five days of the semester/quarter.
    • Students and guardians must complete the required online training within the first two weeks of school.
    • Grades are assigned based on course expectations and adequate progress is required to remain in the program.  If a student fails any virtual course at the end of a semester, they will not be allowed to enroll in the same virtual learning program for the remainder of the academic year.
    • Dedicate appropriate time to learning, using the time on task recommendations or as guided by your teacher(s).
    • Once you are enrolled in virtual school, make sure to check the online platforms daily for information on classes, assignments, and resources.  
    • Ensure that you know your usernames and passwords for instructional resources that are accessible via the district portal and/or website.
    • Identify a comfortable and quiet space to learn and study.
    • Engage in online learning activities being offered by your teachers and/or provided through online resources.
    • Submit all assignments by due dates established by your teacher(s).
    • Assure that a mobile device and internet access are available at home; contact District Technology 573-569-9091 if there is a need for school district device repair.
    • Monitor district communications for up-to-date information regarding school closures, instructional continuation plans, and distance learning resources.  
    • The Morgan County R-II School District has a direct link to helpful resources for parents.  Go to our website, versaillestigers.org, and click on Parent Academy under the “quick links” tab on our homepage.
    • Ensure that your children know their usernames and passwords for instructional resources and encourage their participation in distance learning offerings.
    • Maintain communication with your children’s virtual school instructor and school counselor(s).
    • Engage your children in conversations regarding assignments.
    • Monitor time spent engaging in online and offline learning.
    • Support your children’s emotional balance by providing time for physical activity and play.
    • If your student fails any virtual course at the end of a semester, they will not be allowed to enroll in the same virtual learning program for the remainder of the academic year.
    • The student’s IEP team must meet to decide enrollment.  If the team decides that enrollment is appropriate, the student’s Virtual request may be approved
    • Next, the/Virtual provider (host district) will review the enrollment request and approve or deny the request.
    • Then, if the Virtual provider approves the request, the host district will request a copy of the most recent evaluation report and current IEP from the resident district in accordance with the IDEA transfer process.
    • The full-time Virtual virtual provider shall serve as the student’s building under the Individuals with Disabilities Education Act (IDEA)
    • The host district will claim any such students for attendance purposes; as a result, the host district will be responsible for providing IDEA ‘Part B services to the students.
    • The student’s IEP governs their ESP; if their ESP includes services that cannot be provided through virtual methods, the provider should pay the district for the services.

    • Denial for enrollment in part-time virtual learning is possible if the request is not in the best educational interest of the student. Below are some of the reasons for enrollment denial, this list is not all inclusive:
      • The student is not a resident of the Morgan County R-II School District
      • The student is not enrolled as a full time student at Morgan County R-II School District
      • Pre-requisite courses have not been successfully completed
      • The course request does not align with Morgan County R-II School District graduation requirements
      • The student has not demonstrated success in previous online courses (where applicable)
      • The student has not demonstrated readiness for independent coursework
    • The student or parent/guardian may appeal the enrollment decision to the District Curriculum Director and/or the Superintendent with a written reason that states why the student should be allowed to take the course(s).  
      • The building counselor/principal will provide written reasons for denying the student’s enrollment.  
      • All documentation will be retained and consideration will be given to those documents.  
      • The Curriculum Director and/or the Superintendent will consider the information presented and issue a written decision. 
      • The enrollment decision is considered final, with no further appeal.

    In accordance with House Bill 1552, students may enroll part-time or full-time in the Missouri Course Access and Virtual School Program. Part-time enrollment must be approved by the Morgan County R-II School District, please see the enrollment section on how to enroll in Virtual. 

    Does this apply to K-12 students? 

    A student who resides in Missouri may enroll part time or full time in Virtual program of  their as part of the student’s annual course load each school year, with any costs associated with such course or courses to be paid by the resident school district or charter school for part time students, and costs for full time students covered by the host district if:

    • The student is enrolled full-time in a public school district or charter school; and 
    • Prior to enrolling in any Virtual course, the part-time student has received approval from his or her school district or charter school through the procedure described under Section 161.670.3(2), RSMo. 

    What is the cost? 

    Full-time virtual students courses are covered by the host district, which receives state aid for each virtual student enrolled.  Tuition for part-time student courses are covered by the resident district. Tuition and fees for additional courses over the standard course limit becomes the responsibility of the student/family and will not be covered by the host or resident district.

    What is the process for a student/family to request a Virtual course? 

    Individuals will follow the same school enrollment and registration practices and timelines as they would for face-to-face classes. To request enrollment for a

    MOCAP/Virtual course, please contact your school office/counselor. The application to enroll in part time, virtual education must be completed within the first five (5) days of each semester and turned into the office by the end of the fifth day. Enrollment requests received after the deadline will be for the following semester. 

    What courses are offered?

    When can Virtual courses be taken? 

    Courses are available during the regular fall and spring semesters. 

    On what timeline must Virtual courses be completed? 

    Virtual courses follow the same school calendar as courses completed on the Morgan County R-II campus. Students enrolled in virtual courses must complete all course requirements by the end of the semester as stated on the Board-approved district calendar. As stated above, the district will monitor student progress and if adequate progress is not made, the district retains the option to cancel the course and return the student to in-district courses. 

    Will the district provide technology, supervision, or a space to access this online learning? 

    The intent of virtual courses is to expand the options available to students by providing state-approved classes that function outside of the traditional school environment. Virtual courses are not taught or supervised by Morgan County R-II faculty members. The district is not obligated to provide students computers, equipment, or Internet access except for eligible students with a disability in compliance with federal and state law. Pursuant to an educational services plan and a collaborative agreement between the host district and resident district, full-time, virtual students may be allowed to use a physical location of the resident school district for all or some portion of ongoing instructional activity, and the enrollment plan shall provide for reimbursement of costs of the resident district for providing such access. 

    What tests will be required of Virtual students? 

    All Virtual students are required to participate in the statewide assessment program, which includes the Missouri Assessment Program (MAP) and End of Course (EOC) testing. MAP and EOC tests measure a students’ progress toward mastery of the Missouri Learning Standards, which are the educational standards in Missouri. 

    • MAP: All students in grades three through eight in Missouri will take the MAP test in communication arts and math. Students in grades five and eight will also take the MAP test in science.

    • EOC: End-of-Course assessments are taken when a student has received instruction on the course-level expectations for an assessment, regardless of grade level (but typically in high school). EOC tests are required in the subject areas of algebra I, biology, English II and government. 

    Part time Virtual students will complete the required state assessments with Morgan County R-II School District. Full time students will complete their state assessments with their host district.

    Will exceptional learners such as ELL, 504, or IEP students be provided support? 

    The student’s IEP team must meet to decide enrollment.  If the team decides enrollment is appropriate, the student’s Virtual request may be approved.  If the Virtual provider (host district) approves the enrollment request, they will request the current IEP and the host district shall serve as the student’s building and will claim such students for attendance purposes; and will be responsible for providing IDEA Part B services to the students.  The student’s IEP governs their ESP (Educational Services Plan), if their ESP includes services that cannot be provided through virtual methods, the host district should pay the resident district for the services

    Is this Board policy? The Morgan County R-II School District has adopted Board policy in compliance with Senate Bill 603 and is currently being revised to be in compliance with HB 1552.  See Board policy IGCD. MSBA continues to revise Board policies to meet the requirements of the new legislation. This policy was originally adopted 12/17/2018, then updated 09/23/2022 and 07/05/2023.

    9/18/2025: MSBA has updated Board Policies and they were adopted by the MCR-II Board of Education, September 2025.
